| What is a Non-Higher Risk Personal Appearance Service?

|  |  | A non-higher risk personal appearance service includes the following:
- Hairdressing
- Beauty Therapy including facial or body treatments, application of cosmetics, manicures or pedicures, application of, or mending artificial nails, epilation including by electrolysis or hot or cold wax and those skin penetration procedures that are not mentioned above
- Skin penetration procedures that are not mentioned above, for example closed ear or nose piercing.
Non higher risk personal appearance services are not required to be licensed however the business proprietor and operators still have an obligation to minimise infection risks for personal appearance services. A business proprietor must –
- Take all reasonable precautions and care to minimise the risk of infection to clients; and
- Ensure each operator employed or otherwise engaged by the proprietor takes all reasonable precautions and care to minimise the infection risk to the proprietor’s clients.
A non-higher risk personal appearance service includes the following:

| How To Apply For A Licence

|  |  | To apply for a Personal Appearance Services Licence, you will need to submit a complete application to Council. Applications can be obtained from the Customer Service Centre or by calling Environment and Compliance on (07) 4945 0200 (Southern Office) or (07) 4761 3633 (Northern Office).
The following information will assist you in ensuring your application is complete and that you consider other applications that may be required for your business.
Related Applications
- Prior to submitting your application you should ensure the site has relevant Development Approval to prevent the application being delayed. Contact Council’s Development Control Unit on (07)4945 0249 for further information.
- Do you intend to, or already have any advertising signs erected? If so, Contact Environment and Compliance on (07) 4945 0200 (Southern Office) or (07) 4761 3633 (Northern Office).
- Do you intend to, or already discharge trade waste to Council’s sewer system? If so, contact Trade Waste on (07) 4945 0256 (Southern Office) or (07) 4761 3633 (Northern Office).
- All new premises and tenancy fit-outs require both Building Approval and Plumbing Approval, either via Council or a private certifier, prior to commencing operations. Contact Council’s Building and Plumbing section on (07)4945 0231 (Southern Office) or (07) 4761 3633 (Northern Office).
- If you are registering a new business name you will need to contact the Queensland Government Office of Fair Trading.
Plans To assess the suitability of your premises, you are required to submit the following plans with your application:
- Three copies of plan layout of all equipment, benches, storage cupboards (storage of staff personal items), sinks, non-hand touch hand basin, door/window openings, location of staff areas and chemical/cleaning equipment storage areas to a suitable scale (eg 1:100).
- Three copies of 2 cross sections each drawn through separate areas of the storage and customer service areas. Details are to include finishes to walls, floors and ceilings, heights of fixtures from floors and benches, junctions of walls and floors and lighting provisions to a suitable scale (eg 1:50).
- Three copies of site plan showing location of premises in regard to other premises including wastewater treatment devices, waste storage area and staff toilets to a suitable scale.
- Details of location and types of sterilising equipment and laundry facilities for sanitising needles, towels, wraps etc.
Certification Certification of autoclave as per Queensland Development Code part 15, Reference s.36 (PAS).
Public Liability Insurance Whilst Council does not require you to have public liability insurance for this licence, you should research all options regarding your business insurance requirements.
Qualification Each person who provides a higher risk personal appearance service must hold an HLTIN2A - Maintain Infection Control Standards in Office Practice Settings accreditation. This course is available from the Southern Queensland Institute of TAFE.
Evidence of qualification is required prior to commencing business.

- If the nature of the business is changing you may require Development Approval. Contact Council prior to the lodgement of your application.
- If you intend to renovate the existing premises you may be required to submit plans to Council. For further information contact Council.
- You will be contacted should additional information be required to process the application.
- You will be notified when a decision has been made regarding your application.
- When approved and there are no structural alterations to the premises, you can commence operation. If you are intending to refurbish the premises, contact Council.
- Council will inspect the premises on a regular basis.

- If the nature of the business is changing you may require Development Approval. Contact Council prior to the lodgement of your application.
- If you intend to renovate your premises you may be required to submit plans with your application for amendment. For further information contact Council.
- You will be notified when a decision has been made regarding your plans. When approved, you may undertake the proposed structural changes. Upon completion of these changes you must contact Council for an inspection prior to recommencing operations.
- You will be contacted should additional information be required to process the application.
- Council will inspect the premises on a regular basis.
- If you are opening an additional higher risk Personal Appearance Services business at another location, providing that none of the licensee details are changing from your original licence, you may submit a complete amendment application for the additional premises (including plans).
